Our Mission

Police Oversight USA is a national consulting practice focused on helping municipalities strengthen police–community collaboration through clear, actionable frameworks. Founded by Attorney Shenandoah Titus, a seasoned public servant with over two decades of leadership across federal, state, and municipal government, the practice offers sensible guidance grounded in firsthand experience.

The mission is straightforward: to support local governments in pursuing law enforcement initiatives that are balanced, transparent and trusted by all stakeholders. With a nonpartisan, apolitical approach, Police Oversight USA equips city leaders with the tools to improve clarity, communication and public confidence in their community policing efforts.

Our Seven Core Values

At Police Oversight USA, we value the following principles:

  • We believe that all law-abiding persons within the United States, regardless of socioeconomic status or any other identifiable characteristic, deserve to be treated with dignity, respect and professionalism by police officers.
  • We believe that unlawful profiling is counterproductive to effective community policing, and can in fact make the police officer’s job and the community less safe.
  • We believe that most police officers are law-abiding, honorable men and women who genuinely see helping people as their key mission.
  • We believe that police officers who abuse the authority granted to them by society betray the badge and the department, and must be held fully accountable for any violations of departmental policy or law. 
  • We believe that the effectiveness of all municipal models of police accountability and transparency, whether in the form of Civilian Oversight Boards, Independent Auditors, Inspectors General, Civilian Command Staff, etc., depend heavily upon building and sustaining successful partnerships between all stakeholders – including City Hall, Community Members and the Police Department. 
  • We believe that forming sustainable partnerships across all stakeholders makes not only communities safer, but makes the job safer for police officers by gaining public trust and support.
  • We believe that training and education, with community input where appropriate, are valuable assets to achieving the highest functioning police departments.
